For the Public Private Partnership Promotion Directorate (DP3P) of the Ministry of Finance and Budget, Nodalis developed a set of tools to assess the fiscal sustainability of PPP projects. Designed to be very operational, these tools constitute a major innovation for Madagascar since they allow for a better monitoring of the direct and conditional commitments made by public entities in connection with PPP contracts. These tools were developed as part of a comprehensive capacity building program which was financed by PPIAF and included a training course of over 100 hours dedicated to PPPs and involving nearly 40 participants from Malagasy public administrations as well as two study tours in Morocco and South Africa. In addition to its support to the DP3P, Nodalis assisted the PPP unit of Madagascar in prioritizing projects that could be conducive to PPP structuring.
