Benoît Allix

Benoît ALLIX, founding partner and former President of Nodalis (and a graduate of HEC and with a DEA in law), is in charge of the firm’s transport sector, and specializes in the institutional, legal and financial aspects of the development and management of infrastructure and public services, particularly regarding privatizations, public private partnerships, and project financing.

With over thirty five years of experience as a consultant, Benoît ALLIX is qualified to appraise and improve project documentation efficiently and rapidly, always in close collaboration with project owners and stakeholders. He has special experience in the transport sector, as team leader, transport specialist, and institutional and PPP expert. Benoît ALLIX has a very good knowledge of various African countries as well of their transport sector policies and/or their institutional frameworks. He also has a deep knowledge of institutional funders involved in the public financing of projects (World Bank, AfD, African Development Bank, and others).

He has held several strategic senior management positions in general and technical departments within various electricity companies in Europe and Africa.

Daniel TAPIN is a legal expert specializing in the legal, institutional and regulatory aspects of infrastructure investment transactions (lease management and concession contracts, BOT, BOO) in the fields of electricity, water, and renewable energy with an emphasis on privatization, divestiture, public-private partnerships and restructuring investment strategies.

He has participated in feasibility studies for the granting of concessions (BOT) for the production and distribution of power and/or water in Senegal, Lebanon, Guinea, Guinea Bissau, Cape Verde, Algeria, Morocco, Ivory Coast, Niger, and Gabon, drafting laws on water and electricity, regulations for institutional reforms and governing applications for tenders, concession/BOT/lease contracts on behalf of the World Bank and the AFD as part of these projects.

Antoine Mazas

Antoine MAZAS is a graduate of Sciences Po (Paris) with a degree in Public Policy and of ESSEC Business School (Paris) with a degree in Finance and Management. He has developed a sound knowledge of project finance, public law and contracting procedures, public-private partnerships, as well as a good general understanding of public institutions and private companies.

After interning as an economic assistant in the French Embassy in Hungary and as a project coordinator for social entrepreneurship programs in South East Asia, he worked for several years as a finance and legal consultant for local public institutions in France, specialized in the water and sanitation sectors. During that period he was project leader for several missions in French Guyana and spent one week per month in French Amazonia.

As a consultant for Nodalis, he now develops strategic, financial, organizational and legal expertise in emerging and developing countries, working for funding institutions as well as governments, especially focused on infrastructure projects in a variety of sectors (water, sanitation, energy, and transportation, to name a few).

Afaf Mkami

Afaf Mkami

Afaf MKAMI holds a double degree in engineering from the Ecole Nationale des Ponts et Chaussées in France and the Ecole Hassania des Travaux Publics in Morocco. At Nodalis, she contributes to institutional, economic and financial studies pertaining to the development and management of infrastructure and public services in developing countries, especially in the transport sector. Afaf is currently working on the contractual and financial aspects of an AFD-financed study for the development and modernization of the bus network of the city of Nagpur in India.

Before joining Nodalis, Afaf MKAMI worked as a transport consultant for the World Bank in Morocco, where she has supported the preparation and supervision of World Bank-financed projects in the country. Afaf has also supported several other World Bank-financed transport projects and sectoral studies in the MENA and West African region during her internship in Washington D.C.

François Beauchain

François Beauchain

François BEAUCHAIN holds a MSc from the Ecole Polytechnique (Paris), and from KTH University (Stockholm), with a major in environmental sciences. He started his career designing infrastructure in developing countries under international financing, and worked in the fields of energy, climate change and urban development.

François BEAUCHAIN is involved in institutional, economic, and financial studies in the energy sector, including the structuring of renewable energy IPP transactions, rural electrification concessions, upstream studies to revise the legal framework for the selection of private operators, and electricity tariff studies.

François BEAUCHAIN has a good knowledge of the issues related to energy planning, renewable energy, and energy efficiency, and of the challenges of adaptation and mitigation for climate change.

Laetitia Labaute

A graduate of Université Paris Dauphine and holding a MSc in European Public Policy from University College London, Laetitia LABAUTE is involved in several projects in the field of public services. As a water and sanitation consultant, Laetitia Labaute has acquired a good understanding of the institutional, economic and financial issues surrounding access to safe drinking water and basic sanitation services, particularly in West Africa. She has contributed to several organizational and/or financial diagnoses of public utilities in Africa, including SOMAPEP-SA and EDM-SA in Mali, ONEP in Côte d'Ivoire and ONAS in Senegal, with the objective of strengthening the capacities and performance of these companies.

Habiboulaye Diallo

Habiboulaye Diallo

Habiboulaye DIALLO is from the Republic of Guinea and did all of his university studies in France.

He holds a degree in OHADA Law as well as two master’s degrees, one in Public Business Law and the other in Energy Law. Habiboulaye has successively worked for Vinci Autoroutes, Engie, and Enedis. He is thus familiar with the main issues and legal analyses involved in major infrastructure projects.

Imbued with his African values and eager to take part in development projects in emerging countries, Habiboulaye contributes to strengthen the legal expertise of Nodalis on infrastructure and public services projects in all its sectors of intervention.

Carelle Kra

Carelle Kra

Carelle KRA is a graduate of Université Paris Dauphine with a master's degree in corporate financial management. By joining Nodalis, she puts her transversal competence in finance and her analytical skills at the service of the diverse needs of infrastructure and public services development and management projects.

As a consultant, Carelle KRA is involved in the energy sector on projects with financial, legal, institutional and contractual dimensions. In the transport sector, she has been working on a mission to assist in the operationalization of an urban mobility organizing unit.

Finally, regarding climate change, she has developed a solid knowledge of carbon impact assessments, infrastructure, and energy mix strategies, and has participated in a feasibility study for the implementation of a forestry facility in Central Africa and the Gulf of Guinea.

Miles Lewis

Miles Lewis

Miles LEWIS est diplômé du master "Governing the Large Metropolis" de Sciences Po, spécifiquement axé sur la fourniture de services et la bonne gouvernance dans les villes en plein essor du Sud. Avant de venir en France pour ses études, Miles a étudié le développement durable et l'histoire à Columbia University, et a travaillé dans un think tank impliqué dans l'alignement sur les normes européennes en Serbie.

En tant que consultant, Miles s'est particulièrement intéressé aux projets de Nodalis liés au développement urbain. En plus de produire des analyses et des orientations pour la réforme de la gouvernance et de la prestation de services dans une variété de contextes à travers le Moyen-Orient, Miles s'est récemment impliqué dans l'analyse et la fourniture de meilleures pratiques pour le développement des transports.

Miles est américain et sa maîtrise de l'anglais contribue aux interactions avec les clients et aux résultats obtenus. Miles prévoit également de mettre à profit ses connaissances en matière de développement durable et son expérience dans le domaine des smart cities et de la technologie urbaine, acquises dans le cadre de son travail avec U.N. Habitat.

Inès Rejraji

Inès Rejraji

Inès Rejraji is an international lawyer with degrees in African Legal Studies from the Université Panthéon Sorbonne, in Public Contract Law from the Université Paris Saclay, and in Legal Linguistics from the Institut de Management et de Communication Interculturels (ISIT).

By joining Nodalis, she combines her interdisciplinary legal expertise and her understanding of legal challenges in the development sector in emerging countries, acquired in law firms and NGOs, to provide legal and institutional advice and technical assistance.

As a legal consultant at NODALIS, Inès REJRAJI is involved in all areas of public law related to large infrastructure projects and the management of public services in the energy sector and other fields, including analysis of nstitutional and legal frameworks and drafting of tender documents, contracts, and legal opinions.

In this context, she has developed expertise in procurement in the electricity sector, notably as part of the PROLER programme in Mozambique.

Gabrielle BECARD, who holds a Master's degree in international cooperation from the Institute of Economic and Social Studies from Université Paris 1 Panthéon-Sorbonne, and a Specialized Master's degree in water management from AgroParisTech, is specialized in institutional, economic and financial projects related to the development and management of water and sanitation infrastructure and public services in emerging countries. She is currently involved in the legal and fiscal restructuring of the Société Nationale des Eaux du Bénin.

Before joining Nodalis, Gabrielle BECARD worked as a consultant in the water and sanitation utilities sector for French local authorities. She mainly assisted water and sanitation authorities in contracting with private actors (leasing/concession contracts, public procurement).

Claire DESPORTES is a graduate of the Ecole des Mines de Nancy engineering school and holds a master's degree in Urban Planning and Project Management (AMUR) from the Ecole des Ponts et Chaussées. She has acquired a sound knowledge of urban development in all its urban, technical and financial aspects.

Before joining Nodalis, Claire managed urban projects for two Etablissements Publics d'Aménagement, in Mayotte and Ile-de-France. In Mayotte, Claire's experience was particularly focused on the issues of slum clearance, the deployment of urban services and transport.

As a consultant, Claire works on Nodalis' urban development projects. In particular, Claire is currently working on the land and urban development strategy for the city of Al'Ula in Saudi Arabia.

Lucas TAURINES graduated from Audencia Business School in International Public Policy Management and from Sciences Po Aix in International Macroeconomics, gaining solid skills in economics, project financing, public and private finance and public policy management.

After working for several years as a consultant supporting local authorities in France, he joined Nodalis in 2023. In the course of his assignments, he developed skills in financial and legal consultancy (public/private contractualization, regulatory and legislative monitoring, retrospective and prospective financial studies) as well as strategic and institutional consultancy (evaluation of public policies, decentralization, transfer of powers, public service delegation).

Nathan Delattre

Nathan Delattre

Nathan Delattre is a graduate of CentraleSupélec engineering school and holds a master's degree in Energy, Environment and Transport Economics from the Université Paris-Saclay. He brings his dual training as an engineer and economist to Nodalis' areas of expertise.

At Nodalis, Nathan began by writing his master's thesis on the economic challenges of electrifying small-scale transport in sub-Saharan Africa and then specialized in the economic and financial aspects of projects in the energy and urban transport sectors. He contributed to an economic and financial pre-feasibility study for a hydro-solar power plant in Cameroon, and is currently working on a study of bus station management in sub-Saharan Africa.

François BOULANGER is an expert in urban economics, urban development finance, decentralization policies, and in the development and management of infrastructure services, in particular through partnerships with the private sector. Through over fifteen years of experience in Europe, Asia, Africa and Middle East, first as a finance manager for the Keolis Group (a leading private, global operator of public passenger transport services), then with the World Bank, François BOULANGER has acquired an excellent understanding of urban development and infrastructure issues as seen from the public authorities’ side, from the side of International Financial Institutions, as well as from the side of private operators and developers.

Marc Muller

A partner at Nodalis, Marc MULLER is a graduate of the Ecole Polytechnique and the ENPC School of International Management (MBA program of the Ecole Nationale des Ponts et Chaussées).

Marc MULLER specializes in the financial and institutional aspects of international development projects, particularly in the fields of water, sanitation, electricity and transportation infrastructures, as well as regulation. More specifically, Marc MULLER oversees and carries out financial studies, including the development of technico-financial models for feasibility studies, business plans, regulations, as part of numerous projects related to public-private partnerships (PPP), monitoring of public utilities, major national and regional infrastructure, urban transport, and output-based aid (OBA) financing. He has been involved in the development of large national and regional infrastructures (dams, power transmission lines, and othes), as well as in solar power, urban transport and treatment plant projects. He has participated in several financial advisory missions for governments and private developers in relation to hydroelectric projects, and management delegations regarding in the water, sanitation, and transport (freeways, tramways, and others) sectors.

He has extensive experience working in North Africa and Sub-Saharan Africa, as well as in Southeast Asia and the Latin America/Caribbean region.

Martin Buchsenschutz

Martin BUCHSENSCHUTZ is President of Nodalis. As an economic engineer (Ecole Centrale Paris/Université Panthéon Sorbonne), he has acquired extensive experience in infrastructure development projects and in the strengthening of public services in the energy, water, and sanitation sectors. He is regularly involved in sectoral reform strategies and in improving the performance of public service operators. He leads transaction advisory missions, with a strong focus on large renewable energy projects.

Thomas Barbat

Thomas Barbat

Partner at Nodalis, Thomas Barbat is an engineering economist who specializes in the economic, financial and contractual structuring aspects of infrastructure and public services development projects in the electricity, water, and sanitation sectors. He led and participated in several economic and financial studies and financial advisory assignments related to public-private partnerships (PPP) for infrastructure projects in developing and emerging countries, including the preparation of financial models, demand studies, drafting of project contracts, and negotiations until financial close.

Thomas provided support as financial advisor to the Government of Cameroon for the Nachtigal hydroelectric power plant (420 MW) which reached financial close in December 2018 and was awarded “Global Multilateral Deal of the Year” by Project Finance International (PFI). In the water and sanitation sectors, Thomas BARBAT assisted the Government of Niger in negotiations on an addendum to the SPEN concession contract.
