Since April 2024, Nodalis has been supporting COPIREP, the Ministry of Hydraulic Resources and Electricity (MRHE) of the DRC, and its Coordination and Management Unit (UCM) in the development of:

  • a recovery plan for SNEL SA,
  • and a draft performance contract between the Congolese State and SNEL SA, formalizing the commitments of both parties to sustainably revitalize the company.

💡 This initiative has been supported by Nodalis experts, who conducted a thorough assessment of the legal, technical, and financial situation of SNEL SA.

Based on this analysis, structured plans and contracts were proposed.

📅 Workshop in Kinshasa: Open and Structuring Dialogue
To validate and enrich this work, a four-day workshop was held in Kinshasa from November 12 to 15, bringing together key stakeholders in the DRC electricity sector, including representatives from the Prime Minister’s Office, the MRHE, the Ministries of Portfolio and Finance, COPIREP, UCM, SNEL SA management, and union representatives of the company.

🔎 Plenary and thematic group discussions with Nodalis experts facilitated the definition of:
✅ SNEL SA’s performance objectives over a 5-year horizon;
✅ The commitments of SNEL SA and the State;
✅ The implementation timeline for these commitments;
✅ Financial needs for external support;
✅ Key performance indicators (KPIs) to monitor plan implementation.

This project embodies a shared ambition: to sustainably restructure SNEL, enabling it to fulfill its public service mission within a secure, controlled, and efficient framework to meet the energy needs of the DRC.
